This was a 3 part statutory consultation process:
- To improve public safety, particularly for
pedestrians and swimmers
- To protect the sand dunes and the Ashley Rakahuri
River mouth estuary from vehicle damage
- To protect indigenous vegetation and wildlife on the
beaches
